A Multi-Criteria Impact Assessment for the A380 Road Upgrade in Uzbekistan

 

Project Overview

As part of the ADB Digital Sandbox Program (Digital Services & Innovation), ADB CWTC (Transport & Communication Division) partnered with ORIS to pilot a multi-scenario digital analysis for the upgrade of the A380 road section (673 - 698 km) in Uzbekistan.

The goal was to evaluate pavement design alternatives using a data-driven approach, ensuring:

  • Enhanced mechanical performance over the lifecycle
  • Sustainability & circular economy integration
  • Improved road safety aligned with UN targets
  • Climate resilience assessment over 40 years

  • Data-Driven Comparative Analysis

    After compiling and processing local construction materials into the ORIS platform, the project team conducted a multi-criteria assessment across:
    - Pavement performance & lifecycle durability
    - Circular economy & resource efficiency
    - Carbon emissions & environmental impact
    - Water consumption & sustainability
  • Road Safety Optimization


    Leveraging iRAP’s international assessment methods, the project evaluated potential safety improvements to meet and exceed the UN’s 3-star safety target.

  • Climate Resilience Evaluation (40-Year Model)

    A thorough climate change risk analysis was conducted, identifying key risks such as:
    - Extreme heat
    - Frost/thaw cycles
    - Flooding & water runoff
    - Silting & landslides

    This enabled the identification of effective countermeasures to future-proof the infrastructure.
